Чому каталог /etc/fstab порожній?

KDE Linux uses systemd to automatically mount system disks and partitions, so the classic /etc/fstab file isn’t needed.

To automatically mount a non-system disk or partition, use Plasma’s auto-mount system.

To automatically mount a network location, the preferred method is to instead access it from Dolphin and then right-click > Add to Places. This will bookmark the server in the Places panel sidebar available in Dolphin and open/save dialogs.

If for some reason this is not suitable, you can use a systemd mount unit to auto-mount your network locations; see this blog post. Be aware that this will cause hangs and freezes throughout apps and Plasma if and when the network location becomes unavailable. Consider yourself warned!
